SUMMARY OF JOB DESCRIPTION

The Engineer position is within Gas Transmission and Storage (GTS) Compliance and System Integrity Group. This position will assist in ensuring the quality, effectiveness and consistency with regulatory and company standards and maintain the integrity of the NorthWestern Energy gas transmission system to the requirements of 49CFR191/192 and the Canadian Energy Regulator (CER).

DESCRIPTION OF ESSENTIAL FUNCTIONS

  • Demonstrates leadership consistent with NorthWestern Energy's code, values, policies, processes and controls
  • Leads special projects as required utilizing effective change and project management techniques
  • Assist in providing oversight and direction in the operating area in accordance with the organization's regulatory policies and procedures within the requirements of 49CFR191/192.
  • Lead audits, and inspections of Operator Qualification (OQ), Control Room Management (CRM), Underground Natural Gas Storage Plan, Pipeline Integrity Management (PIM) Plan, and other plans as they are developed.
  • Support oversight of gas transmission compliance efforts for Montana, South Dakota, and Canada; including preparation and oversight of audits and inspections
  • Participate with development of standards and procedures that contribute to the effectiveness of the GTS group.
  • Functional knowledge of commonly used concepts, practices, and procedures within the field of gas transmission system integrity including cathodic protection, risk and threat evaluation, pipeline integrity assessments such as In-line Inspection and coating assessment technologies.
  • Contribute to the maintenance of the Transmission Integrity Management Program (TIMP) and developing process and procedures to improve the TIMP program.
  • Manage develop and execute the TIMP risk model
  • Direct and participate with in-line inspections and validation work of the inspections.
  • Implement and manage processes and mechanisms that document compliance with code, standards, processes, and policies
  • Assist with compiling and submitting of all required reporting (annual, incident, etc.) by regulating bodies.
  • Evaluate, and improve the efficiency of business processes and procedures
  • Communicate regularly with other departments, groups, and staff within the organization
  • Perform individual lifts of supplies and materials weighing up to 35 pounds
  • Travel up to 25% including overnights to all areas of the gas transmission system

GENERAL QUALIFICATIONS

  • Demonstrate and maintain a good safety record
  • E. License in Montana is preferred
    • Must have the ability to obtain P.E. license
    • Ability to obtain P.E. license in South Dakota
  • Thorough knowledge of CFR 49 Parts 191 and 192, CSA Z662, CER's Onshore Piping Regulations, Alberta Pipeline Rules and Pipeline Integrity rules is beneficial
  • NACE, NDT, or other integrity certifications is a plus
  • Knowledge in Creaform laser 3D scanning is a plus
  • Proven ability to work under time pressures
  • Background with safety management systems is desired
  • Knowledge of the function and operation of gas transmission
  • Demonstrated ability to develop meaningful standards and procedures for operating personnel
  • Strong leadership skills including interpersonal communication skills
  • Excellent computer skills in a Microsoft Windows environment, SAP, GIS, Python, Access, SQL, Pipeline Compliance Software
  • Ability to work without direct supervision and serve as mentor to others
  • Excellent organizational management skills
