Job Description

SUMMARY
CRA Analyst position is responsible for reviewing, qualifying, tracking all CRA qualified activities of the bank. The CRA Analyst I works with the Community Development team to provide reports and mapping that are used to assess CRA Performance. Most of the CRA Analysts time will be spent in an office setting with minimal to no travel required. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned.

  • Track, qualify, report CRA community development activities (lending, services, and donations) and maintains supporting documentation. 
  • Assist the Community Development department with monitoring and reporting CRA Performance. Provide CRA-related reports on geographic and borrower lending distribution, gap analysis for low activity census tracts, branch distribution and branching activities 
  • CRA-related projects and initiatives: Assist in monitoring the progress of assigned projects/initiatives. Follow up on task completion and documentation. Monitor results and progress. 
  • Prepare and maintain CRA Documentation: Maintain and update files on the Bank's CRA activities. Maintain updated files on CRA-related correspondence with various community groups. 
  • Assist the Community Development Department in ensuring the Bank complies with the technical elements of the CRA regulations. This includes coordinating the annual update of the Bank's electronic CRA Public File, conducting loan-to-deposit ratio analyses by state. 
  • Assist with annual FFIEC submission Community Development Loan totals
  • Assist with CRA Examination and preparation.
  • Assist in the preparation of CRA meetings and management reports as necessary. Handle various      administrative duties
  • Maintain a strong working knowledge of CRA, HMDA, and Fair lending laws and regulations.
  • This position will be responsible for updating the CRA public file, qualifying CD loans, services, donations and investments. Also responsible for training all CRA Reps. Maintain and work with Home Loan department on issues related to FHLB Des Moines Down Payment Assistance Programs.

EDUCATION and/or EXPERIENCE 
Bachelor’s Degree (B.A.) from a four-year college or university and one to two years related experience and/or training on subject of Community Reinvestment Act; or equivalent combination of education and experience. Minimum two years’ experience analyzing and reporting CRA-related activities preferred.

 

OTHER SKILLS AND ABILITIES
Experience working with CRA Wiz preferred.  Knowledge of mortgage and commercial lending processes.  Requires strong knowledge of personal computer, Microsoft Office, including intermediate Excel and PowerPoint abilities in addition toother software used in department.  Must be able to prepare documents and compose business letters, policies, and procedures.  Must have good knowledge of business English, spelling and punctuation. Requires knowledge of office practices, procedures and general office machines. Must be a self-starter, enjoy thought-provoking activities, and able to work independently. Must be able to work at a faster than average pace and able to multi-task. Must possess basic language skills to write and speak clearly, effectively, and appropriate to business standards. Must have the ability to perform mathematical calculations necessary to execute the duties of the job. Must have strong analytical skills in addition to attention to detail. Must be able to think strategically and problem-solve independently and within a group.  Must be able to use logic and reason.  Must stay abreast of department and company policies/changes and be adaptable to those changes. Must be cooperative and willing to assist others. Must be professional in appearance.

LANGUAGE SKILLS 
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries of complaints of customers, regulatory agencies or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS 
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.

 

REASONING ABILITY 
Ability to define problems, collect data, establish fact, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
