Job Description

The principal function of an employee in this class is to oversee the development and implementation of the GIS System within the City of Bozeman.  The work is performed under the general supervision and direction of the Strategic Services Director, but considerable leeway is granted for the exercise of independent judgment and initiative.  The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City officials, department personnel, and other City employees, elected officials, vendors, other government agencies, and the general public.  The principal duties of this class are performed in a general office environment.

Examples of Essential Work (Illustrative Only)

  • Manages, maintains, and updates the City’s GIS program, including coordinating all activities related to GIS;
  • Ensures the GIS database meets the needs of City departments and divisions, including designing specific GIS map coverages and database for assigned departments/divisions; 
  • Plans, organizes, and directs the daily operations for assigned divisions, including assigning daily work schedules, setting priorities, and monitoring all completed work and work in progress to ensure all work is completed in a timely and efficient manner; 
  • Oversees division personnel functions, including analyzing personnel needs and making recommendations accordingly, recruiting, selecting, hiring, training, motivating, evaluating, and disciplining assigned personnel in accordance with established city policies and procedures;
  • Ensures the GIS database meets the needs of City departments and divisions, including designing specific GIS solutions for assigned departments/divisions;
  • Assists in the preparation of the division’s annual budget;
  • Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives;
  • Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations;
  • Participates in the development and implementation of related data standards and protocols;
  • Completes and maintains records of all necessary reports, correspondence, and documentation;
  • Provides training, demonstrations, and technical support to GIS users within the City;
  • Develops short and long ranges plans for improving the GIS database;
  • Coordinates compatibility of GIS databases with other governments and industry;
  • Researches and recommends appropriate software acquisitions;
  • Assists in the evaluation, troubleshooting, and managing of GIS and GPS system hardware;
  • Researches and recommends technology initiatives related to GIS including acquiring, refining, manipulating, and merging spatial information from diverse sources;
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Performs other duties consistent with the role and function of this classification.

 
MINIMUM REQUIRED QUALIFICATIONS

  • Bachelor’s Degree in Geography, Computer Science or a related field; and
  • 3-5 years experience in GIS project leadership, GIS-related software, GIS-related database management, and GPS hardware, software, and mapping, including some supervisory experience; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of ArcGIS software including desktop, field, and cloud-based solutions;
  • Substantial knowledge of database design and development, working with relational database systems, and in the creation, integration, and maintenance of the systems;
  • Knowledge of principles and practices of personnel administration, and organization management practices and principles;
  • Knowledge of or ability to quickly learn ESRI ArcGIS products, and other related systems; 
  • Knowledge of or ability to quickly learn object-oriented programming languages and web technologies;
  • Ability to effectively manage all aspects of GIS, and other systems with related technical staff;
  • Ability to effectively train, lead, motivate, supervise, direct, and evaluate the work of assigned personnel on job-related tasks and safety procedures;
  • Ability to effectively organize work, maintain organizational structures, and delegate authority;
  • Ability to assess and balance workloads and project assignments and lead projects to successful completion;
  • Ability to analyze, interpret, and develop solutions in a timely manner;
  • Ability to visualize abstract concepts and effectively communicate them to others;

REQUIRED SPECIAL QUALIFICATIONS

  • Must possess a valid Driver’s License at the time of hire and obtain a Montana Driver’s License within 60 days of employment;
